JCW Construction was established in 2001. The owner James Corneilus Wheeler is a certified cement finisher with over 20 years in civil, industrial, and residential construction. JCWC specializes in laying cement for drive ways, parking garages, home foundations, handicap ramps, public buildings, and more. JCWC has been working in this industry as a cement finisher for over 20 years. JCWC can read blueprints, layout foundations, pour out cement, finish cement, and create designs within the cement. JCW Construction has been certified since March 2007 with over 500 hours in OSHA Construction Safety Training
. JCWC received specialized classroom instruction in: Craft/ Technology training, Apprenticeship, Craft Professional, Safety Orientation/ Field Safety/ Safety Technology with awards for working over 300,000 safe working hours in practical shop experience in: basic safety, construction math, blueprint reading, blueprint drawings, basic rigging, the use of hand tools and power tools. In March 2007 JCW Construction became certified with their  CSST- National Center for Construction Education & Research Certifications & Training in Core Curricula, Field Safety, Construction Site Safety Technician, Construction Site Safety Supervisor, Safety Technology

In 2001 JCWC earned a NCCER CARD # 4678339. JCWC has worked with Robert E. Hoffapauir Inc., Arkel Construction, Shaw, Capitol Construction, Heavy Construction, Shell Plant, Shintech Plant, CF Industrial, JW Grand, and CBD Safety Construction. In doing these different contracts JCWC became knowledgeable with in all areas of construction.

JCW Construction has contracted with a lot of construction companies to build buildings around Baton Rouge such as the American Gateway Bank, Walmarts around the area, toy stores, The Mall of Louisiana, and industrial plants. JCWC has poured cement laying the foundation for over 200 new homes in new neighborhoods in Central Louisiana, Zachary Louisiana and in Baker Louisiana. JCWC has restored parking lots, apartment complexes in New Orleans Louisiana, and also for Our Lady of the Lake Hospitals. JCWC has created sidewalks around the Baton Rouge General Hospital.  and also have had hands in remodeling the state capitol of Baton Rouge. JCW Construction has built 5 level parking garages, 3 story homes and multi level schools. JCWC have repaired and created drive ways for homes, public schools, and driveways for the disabled. Lastly JCW Construction is a vendor for the State of Louisiana through LRS Louisiana Rehabilitation Services and can do any type work for the disabled.
